(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目非专门面向中小企业采购，评审时小微企业产品均执行10%价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support SME: This project is not exclusively for SME procurement, but during the evaluation, products from small and micro enterprises will all enjoy a 10% price discount.2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、具备省市级公安部门核发的有效的《保安服务许可证》；
5、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
6、项目不允许转包。

(c)Specific qualification requirements for this program:3. Must be a legal entity or an unincorporated organization legally established within the territory of our country (the project does not accept of branches in the procurement activities under their own names); 4. Possess a valid "Security Service License" issued by the provincial or municipal public security department 5. Suppliers who comply with Article 17 of the "Guiding Opinions on Connecting with International High Standards for Economic and Trade Rules and Promoting of Government Procurement in Pilot Areas" (Hu Cai Cai [2024] No. 12) shall not participate in the procurement of this project. 6. The project does not allow subcontracting.
