(b)落实政府采购政策需满足的资格要求：落实政府采购政策需满足的资格要求：1）强制采购节能产品政策； 2）鼓励节能政策；3）鼓励环保政策； 4）扶持中小企业、促进残疾人就业政策， 监狱企业、残疾人福利性单位视同小型、微型企业。 5）本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies:Qualification requirements for implementing government procurement policies: 1) Mandatory procurement of energy-saving products policy; 2) Encourage energy-saving policies; 3) Encourage environmental policies; 4) Supporting small and medium-sized enterprises and promoting employment policies for people with disabilities, prison enterprises and welfare units for people with disabilities are regarded as small and micro enterprises. 5) This project does not accept imported products.

(c)本项目的特定资格要求：（1）符合《上海市政府购买服务管理办法》第七条规定；
（2）供应商在近三年内无行贿犯罪记录，未被政府采购监督管理部门禁止参加政府采购活动，同时未被列入 “信用中国”网站(www.creditchina.gov.cn)中失信被执行人、重大税收违法案件当事人名单和“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商（以报价截止之日前三年内的信用记录为准）；
（3）法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，都不得同时参加本项目。（一经证实，取消所有涉及单位的投标资格）；
（4）本项目不允许允许联合体投标。
（5）本项目专门面向中小企业
（6）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

(1) Comply with Article 7 of the Shanghai Municipal Government Procurement Service Management Measures; (2) Suppliers who have no history of bribery crimes in the past three years, have not been prohibited from participating in government procurement activities by government procurement supervision and management departments, and have not been included in the list of dishonest persons subject to enforcement, major tax violations, or serious government procurement dishonest behavior records on the "Credit China" website (www.creditchina. gov.cn) and the "China Government Procurement Network" (www.c
